MORE DOCTORS, BETTER  HEALTH

Frei Betto*

The More Doctors programme today has 18,247 professionals working in more than 4000 municipalities in the country. This year 63 million Brazilians will receive treatment.
The attention provided by the doctors in the programme is personalized according to Family Doctor methodology which permits the professional to treat not merely the illness, but to prevent it as well. Health is a right and its progressive mercantilism puts the life of a great many people who are unable to pay for treatment, at risk.

Research carried out by UFMG (Minas Gerais Federal University) together with IPESPE (Institute for Social, Political and Economic Research) shows that 95% of beneficiaries interviewed are satisfied with the doctors’ activity, 84% of whom are in the North and the North East. In those regions 86% of municipalities have at least 20% of their population living in extreme poverty.
It is interesting to note that Brazilian doctors have priority over vacancies open in the programme. As those who enrolled in the More Doctors programme are insufficient for attending to the population, the government opened more vacancies for Brazilians who graduated in foreign countries and lastly to foreign doctors. There are professionals of 50 nationalities working in Brazil.
There are approximately 14,000 Cubans working in 2700 municipalities which are generally the poorest and the farthest from urban centres.

Cuban doctors carry experience in international solidarity and cooperation, since Cuba today gives medical service in 67 countries. The US government even praised the work of professionals from the socialist island in the fight against the Ebola epidemic in Africa.
Brazil does not only import doctors from Cuba. As well as medication for  hepatitis B, ever since the Collor government, our country also purchases from them a vaccine against meningitis, which is unique in the world.
The project now being presented in the Senate against the More Doctors programme is an offence to so many Brazilians who for the first time are enjoying medical treatment at home. The right to health is above ideologies. To politicise a programme which benefits almost 1/3 of the Brazilian population is a crime against the nation.
The programme, which in 2015 will reach more than 72% of the country’s municipalities, will attend to administrations run by every political party which includes 66% (452 towns) administered by the PSDB (Brazilian Social Democrat Party) .
Cuba has 6.9 doctors for every 1000 inhabitants, one of the highest rates in the world. Brazil has 2 for every 1000 and the USA has 3.2 for 1000. With the  USA-Cuba rapprochement, millions of US citizens are watching the so-called “medical tourism”, i.e., the possibility of going to Cuba for treatment, since access to  medical/hospital access in the US is expensive and difficult for the less well-off.
Brazil’s agreement with Cuba is monitored by the PAHO, Pan-American Health Organization, an arm of the WHO (World Health Organization) for the Americas.  The PAHO was founded 110 years ago and has a long tradition of seriousness and quality.

ABOUT FREI BETTO

He is a Brazilian Dominican with an international reputation as a liberation theologian. www.freibetto.org twitter: @freibetto. Within Brazil he is equally famous, with over 60 books to his name.  In 1985 he won Brazil’s most important literary prize, the Jabuti, and was elected Intellectual of the Year by the members of the Brazilian Writers’ Union. Frei Betto has always been active in Brazilian social movements, and has been an adviser to the Church’s ministry to workers in São Paulo’s industrial belt, to the Church base communities, and to the Landless Rural Workers’ Movement (MST).
